Hi I understand that לב מלכים ביד ה bit why would we wait until it is in a מצב where we are asking ה for a much bigger request. If there is a potential leader who is promoting bad ideas against the Jewish people I dont think it would be ok to just wait (without davening) saying it is לב מלכים ביד ה and there is no threat. I think any natural threat is a reason to daven and eventhouf it is 100% true that לב מלכים ביד ה it does not change our השתדלות in תפילה.
